Bilan 2020 des avancées de l'ESS au niveau européen par Social Economy Europe

Au passage de la nouvelle année, Social Economy Europe et son président Juan Antonio Pedreño, tire le bilan européen de l'ESS en 2020 : 

"Malgré les difficultés de cette année, nous aimerions partager avec vous certains faits marquants pour la communauté de l'économie sociale en 2020 :

• 18 États membres de l'Union européenne adoptent la Déclaration de Tolède sur "L'économie sociale et solidaire comme moteur essentiel d'un avenir solidaire et durable". Adoptée le 4 décembre 2020 lors d'un sommet de haut niveau organisé par le gouvernement espagnol dans la ville de Tolède, la déclaration reconnaît le rôle clé de l'économie sociale pour mieux reconstruire, appelle à un plan d'action européen fort pour l'économie sociale et à la stimulation des investissements dans des projets innovants de l'économie sociale par le biais du nouveau budget de l'UE et de la prochaine génération de l'UE (plan de relance de l'Europe). 

• La Commission européenne confirme sa décision de lancer un plan d'action européen pour l'économie sociale au quatrième trimestre 2021. Cette décision a été confirmée par la communication "Une Europe sociale forte pour des transitions justes" et par le programme de travail de la Commission européenne pour 2021. 

• L'annonce du plan d'action pour l'économie sociale a conduit à l'intégration de l'économie sociale dans plus de 20 communications et initiatives politiques de la Commission européenne, telles que la stratégie pour les PME, le plan d'action pour l'économie circulaire, l'agenda pour les compétences, le pacte climatique européen, le nouvel agenda pour les consommateurs, la stratégie LGBTIQ, etc.

• L'intergroupe sur l'économie sociale a été relancé en janvier 2020, grâce au soutien de 83 membres du Parlement européen.

• L'Union européenne est parvenue à un compromis historique sur le budget 2021-2027 de l'UE (MFF) et sur un plan de relance : Next Generation EU. Un accord qui est loin d'être parfait, mais qui était nécessaire. L'ESE, aux côtés de ses membres et partenaires, travaille depuis 2019, et plus particulièrement depuis le début de la pandémie, pour garantir que les entreprises et organisations de l'économie sociale puissent accéder aux investissements stratégiques et aux financements prévus par le nouveau CFP et le plan de relance européen. Un effort qui se poursuivra en 2021. "

We wish You a Wonderful Winter Holiday & a Happy New Year 2021 Dear colleague,      From Social Economy Europe we wish you a wonderful holiday season and a Happy New Year 2021.      There is no doubt that 2020 has been a complicated year for people, enterprises, institutions, and organisations from across the world. A year in which the COVID-19 pandemic has led to the loss of too many human lives and to an unprecedented economic and social crisis.    In spite of the difficulties of this year, we would like to share with you some of the highlights for the social economy community in 2020:       -18 Member States of the European Union adopt the Toledo Declaration on "The Social and Solidarity Economy as a key driver for an inclusive and sustainable future". Adopted on the 4 December 2020 in a high-level summit organised by the Spanish Government in the city of Toledo, the declaration acknowledges  the key role of the social economy to build back better, calls for a strong European Action Plan for the Social Economy and to boost investments in innovative social economy projects though the new EU Budget and the Next Generation EU (Europe's Recovery Plan).    -The European Commission confirms its decision to launch a European Action Plan for the Social Economy in the fourth quarter of 2021. This decision was confirmed by the communication A Strong Social Europe for Just Transitions and by the European Commission Work Programme 2021.    -The announcement of the Action Plan for the Social Economy has led to a mainstreaming of the social economy in over 20 European Commission Communications and policy initiatives, such as: the SME Strategy, the Circular Economy Action Plan, the Skills Agenda, the European Climate Pact, the New Consumer Agenda, the LGTBIQ Strategy etc.   -The Social Economy Intergroup was re-launched in January 2020, thanks to the support of 83 Members of the European Parliament.   -The European Union has reached a historic compromise on the EU Budget 2021-2027 (MFF) and on a Recovery Plan: the Next Generation EU. A deal which is far from being perfect but that was necessary. SEE alongside with its members and partners, has worked since 2019 and particularly since the beginning of the pandemic to ensure that social economy enterprises and organisations can access to strategic investments and funding under the new MFF and the European Recovery Plan. An effort that will continue in 2021.      We have done much more than this, together with the Social Economy Intergroup we have organised 4 high-level events attended by over 700 people in total; as SEE we sent an open letter to EU leaders on "Overcoming COVID-19- Time for solidarity: An unprecedented crisis that requires an unprecedented EU response to restore economic and social progress", receiving formal replies from the President of the European Council Charles Michel and Executive Vice-President of the European Commission Vladis Dombrovskis; we published the results of our survey on The impact of COVID-19 on social economy enterprises and organisations, we revamped our website, we launched a new podcast series "Social Economy Talks", we published our Guide on Social Economy for the full inclusion of people with disabilities, we welcomed three new members -Eurodiaconia, EMN and IPSE- and we built new alliances with the Social Good Accelerator (SOGA Europe) and the American Council of Sustainable Business (ASBC).      We look forward to continuing cooperating with you in 2021, to overcome this crisis, continue building an economy that works for people and the planet and co-design an effective European Action Plan for the Social Economy.   Yours in solidarity,     Juan Antonio Pedreño, President of Social Economy Europe.  Copyright © 2020 SEE, Social Economy Europe All rights reserved.
